LEONARDTOWN, MD – Superintendent of Schools, Dr. J. Scott Smith, announces the administrative appointments made by the Board of Education at its meeting of May 7, 2025.

The Board appointed Mr. Kyle Kebaugh as Supervisor of Maintenance in the Department of Maintenance.  Mr. Kebaugh holds a Master’s Degree from Indiana University of Pennsylvania and a Bachelor’s Degree from Shepherd University. Mr. Kebaugh currently serves as an Operations Coordinator in the Department of Operations. 

Mr. Joseph Farrell has been appointed Principal at Lettie Marshall Dent Elementary School.  Mr. Farrell holds a Master's Degree from McDaniel College and a Bachelor's Degree from Frostburg State University.  Mr. Farrell currently serves as the Acting Principal at Lettie Marshall Dent Elementary School.

Ms. Amanda Kellam has been appointed as Principal at Park Hall Elementary School.  Ms. Kellam holds a Master’s Degree from St. Mary’s College of Maryland and a Bachelor’s Degree from the University of Maryland.  Ms. Kellam currently serves as Assistant Principal, 11 month, at Park Hall Elementary School.

Ms. Kelsey Kiehlmeier has been appointed as Principal at Captain Walter Francis Duke Elementary School. Ms. Kiehlmeier holds a Master’s Degree from Towson University and a Bachelor’s Degree from Pennsylvania State University. Ms. Kiehlmeier currently serves as Assistant Principal, 12 month, at Leonardtown High School.

Ms. Rhonda Morgan has been appointed as Principal at George Washington Carver Elementary School.  Ms. Morgan holds a Master’s Degree from Duquesne University and a Bachelor’s Degree from Seton Hill College.  Ms. Morgan currently serves as Academic Dean at George Washington Carver Elementary School.

Ms. Jennifer Consalvo has been appointed as Principal at Chopticon High School.  Ms. Consalvo holds a Master’s Degree from Towson University and a Bachelor’s Degree from Salisbury University.  Ms. Consalvo currently serves as Principal at Esperanza Middle School.

Mr. Kebaugh’s appointment will become effective May 12, 2025.

All other appointments will become effective July 1, 2025.
