Board of Education Meeting Room

The regular meeting of the Board of Education of St. Mary’s County was held on Wednesday, September 12, 2007, in the Board of Education Meeting Room, 23160 Moakley Street , Leonardtown.  The meeting was called to order at 8:31 a.m. by Dr. Salvatore L. Raspa, chairman.  Present for the meeting were:

Motion to Enter Into Executive Session

Mr. Mattingly made a motion that the Board enter into executive session to discuss personnel and property acquisition issues (Article 24, Section 4-210(a)1,11).  Ms. Washington seconded the motion.  Motion carried unanimously.

Reopen Regular Session

Dr. Raspa reconvened the regular meeting at 9:34 a.m.  The Pledge of Allegiance was recited. 

Approval of Agenda

Ms. Allen made a motion to approve the agenda as presented.  Ms. Washington seconded the motion.  Motion carried unanimously.

Superintendent Report

Dr. Michael J. Martirano, superintendent of schools, reported on the following:

• Harvest for Hungry Campaign – Rhythm:  A Celebration of Cultural Diversity, Saturday, September 29, 2007, at Leonardtown High School and more information will be displayed in our main lobby 
• Announced the August Work Hard and Be Nice Award Winners and noted that names are on display in the Board Meeting Room

Mr. Mattingly seconded the motion. Motion carried unanimously.

The following action items were presented to the Board of Education (BOE):

• Mr. Dan Carney, chief financial officer, presented Mission, Goals, and Initiatives of St. Mary’s County Public Schools’ Five Year Plan, 2009-2013.  Ms. Washington made a motion to adopt the Board goals as presented and that the current FY 2008 budget and five year budget supports the goals and initiatives as presented.  Mr. Mattingly seconded the motion.  Motion carried unanimously.
• Mr. Brad Clements , chief operating officer, and Ms. Kimberly Howe, supervisor of capital planning, presented the FY 2009 State Capital Improvements Program.  Mr. Mattingly made a motion to approve the FY 2009-FY 2014 State Capital Improvements Program for submission to the Board of County Commissioners for St. Mary’s County and the Public School Construction Program, as presented by staff, to include the modification of Leonardtown Middle School to a limited renovation project.  Ms. Allen seconded the motion.  Motion carried unanimously.

The following information items were presented to the BOE:

• Ms. Linda Dudderar, chief academic officer, and Ms. Janis Taylor, supervisor of school improvement/strategic planning, presented the 2007 Master Plan Update. 
• Mr. Carney presented Sections of “B” (School Board Governance and Operations) Policies for 1^st Reading .     
• Mr. Carney presented the FY 2007 Unaudited Financial Report and the FY 2008 August Financial Report.

Reports

.Ms. Allen attended the following events:  High School Assessment Cake celebration at Great Mills High School , Education Association of St. Mary’s County/Collective Employees’ Association of St. Mary’s County Crab Feast, Chopticon High School / Leonardtown High School/Great Mills High School March-a-Thon at Great Mills High

School, and the 11 Laps to Remember at Leonardtown High School .

.Ms. Washington attended the following events: School visits to Dynard Elementary School, Benjamin Banneker Elementary School, Leonardtown Elementary School, Leonardtown Middle School, Ridge Elementary School, Park Hall Elementary School, and Park Elementary School’s Science, Technology, Engineering, and Mathematics Academy, High School Assessment Cake celebration at Great Mills High School, Education Association of St. Mary’s County/Collective Employees Association of St. Mary’s County Crab Feast, Visitation and Funeral for Marilyn Mathes, 3^rd Annual All County March-a-Thon at Great Mills High School, and 11 Laps to Remember at Leonardtown High School.
